media-sound/sox: add 14.6.0.2
Migrate to a new upstream. Enable build option to include backwards
compatibility symlinks. Renaming the package could be idea in the
future.
New use flags are speexdsp, fftw and ffmpeg. Upstream recommends ffmpeg
to be enabled by default.
