net-vpn/strongswan: fix botan dep
If both `botan:2` and `botan:3` are installed, `dev-libs/botan:=`
may be materialised as `dev-libs/botan:2/19` in the VDB (`/var/db/pkg`),
yet its NEEDED may well be `libbotan.so.3`.
The upstream configure already prefers Botan 3 so this is fine.
