net-vpn/networkmanager-l2tp: 1.8.0 bump; adding myself as another maintainer.
Added strongswan as alternative to libreswan that does not mantke
Meraki and added dependency on gnome-extra/nm-applet as it lnks to
libnma if USE=gnome.
As alexxy seems to be unreachable for 2 weeks already, doing the bump
and adding myself as maintainer.
