app-editors/vim: revbump to 9.1.1652-r2, fix automagic dev-libs/wayland
As for the last part, since the commit
b90c2395b2c055aed38e0c5fd40c1841f43dab4b ("patch 9.1.1485: missing
Wayland clipboard support")[1] Vim supports interacting with Wayland
keyboard.
The autoconf code[2] defaults to --with-wayland if USE="-minimal". This
commit adds USE="wayland" and conditionally adds --with-wayland or
--without-wayland based on this USE flag.
