media-gfx/nomacs: 3.22.0 version bump
This release adds support HiDPI displays and other improvements.
Scale images and icons correctly with respect to the display DPI [1].
The nomacs tarball now contains Plugins subdirectory and
there is no need in additional SRC_URI for USE="plugins".
