kde-apps/kmix: Patch out implicit kde-plasma/plasma-pa RDEPEND
Makes it possible to drop the (futile, anyway) dependency on
kde-plasma/kde-cli-tools:* for runtime usage of kcmshell.
Re-adding a respun patch removed in PR 40498.
