app-doc/single-unix-specification: 5 was respun (again) upstream

Changes:
* idx/xrat_xsh_chap02.html: Adds "B.2.4 Signal Concepts"
* mindex.html: updates "Spec_version: Tue Mar 25 14:45:38 UTC 2025"
* utilities/uuencode.html: Fix historical algorithm formatting
  cf. https://www.austingroupbugs.net/view.php?id=1917

Drop back to ~arch and rename the tarball accordingly.
