net-irc/weechat: use PERL_FEATURES
Note that I've put cmake nearly-last for inherit because we don't want
to pick up random phases from perl-module.eclass and unfortunately,
GENTOO_DEPEND_ON_PERL=no doesn't stop exporting phases.
