update the path of the upsdrvctl executable
Change ewarn by eend in openrc upsdrv
Enable SYSTEMD_SUPPORTS_DAEMON_TYPE_NOTIFY_RELOAD and SYSTEMD_SUPPORTS_DAEMON_TYPE_NOTIFY only when active systemd build
