www-client/chromium: add 118.0.5993.18
With thanks to Anon4711:
> removed USE=pic -> only used in a disabled block (also dropped)
> removed USE=component-build -> masked for long time, mostly broken
> removed USE=suid -> only three additional compile targets, not needed without component-buid
> removed USE=system-ffmpeg -> chromium uses internal api
> removed USE=system-av1 -> chromium uses internal api
