distutils-r1.eclass: Add PYTHON_DEPS to DEPEND when DISTUTILS_EXT
Add `${PYTHON_DEPS}` to `DEPEND` (i.e. `SYSROOT` dependencies) when
building extensions. This is necessary to support cross-compilations
correctly.
