app-emacs/ninja-mode: new package split out from dev-util/ninja[emacs], add 1.11.1
Split out from dev-util/ninja[emacs] to help break a circular dep
with USE=emacs:
```

It might be possible to break this cycle
by applying any of the following changes:
- app-alternatives/ninja-1 (Change USE: +samurai -reference)
- dev-util/ninja-1.11.1-r3 (Change USE: -emacs)
- app-editors/emacs-29.1-r6 (Change USE: -lcms)
