profiles/arch/powerpc/ppc64/32ul: sync ruby flags wih ppc32
Unfortunately ppc64/32ul does not inherit ppc32 profile
but inherits from ppc64 profile.
On ppc64 ruby23 is not stable yet.
This change is undoing ruby23 masking on ppc64/32ul
