sys-kernel/gentoo-kernel: stub HPPA "support" (use savedconfig)
Declare HPPA as an arch where we need savedconfig (so we don't
`die` on attempts to use there).
More work to follow in eclasses but this avoids having
to chase / fork each ebuild for now until it's
upstreamed into ::gentoo.
