distutils-r1.eclass: Add IUSE=debug w/ DISTUTILS_EXT+_OPTIONAL
Fix DISTUTILS_EXT to add IUSE=debug even if DISTUTILS_OPTIONAL is used.
This was the intended behavior, as documented in the Python Guide.
