app-text/yelp-tools: revert "add dev-libs/libxml2 subslot op for incoming ABI break"
This reverts the dep change in commit 70acda62109227f3c0dfe24ccd74b25b8332e0b0,
yelp-tools is python software and runs xmllint. It doesn't need to be
rebuilt against libxml2.so. In fact it doesn't need to be rebuilt at
all, so don't revbump for the removal-of-rebuilding.
