dev-util/cmake: add 3.22.3
- Skip known-failing (reported upstream) test which appears harmless;
looks like it's to do with there being an unexpected legitimate libfile.so
on the system, which the test uses as a dummy value(?)
- Drop obsolete cmake_src_test shadowing/duplication. Behaviour seems the same
here (although it seems to actually respect TEST_VERBOSE now).
