dev-libs/xmlsec: fix the build with slibtool
On a LibreSSL system xmlsec tries to link $OPENSSL_LIBS with
-Wl,Bstatic which doesn't work when using slibtool where only dynamic
libssl and libcrypto libraries are installed. With GNU libtool the
linker output is rearranged to obscure the issue.
