toolchain.eclass: drop -mtls-dialect=gnu2 hack for old GCC
Would need to pass it down to target libs too, not worth it, especially
as we have --with-tls= as a configure arg for >= GCC 16.
This reverts commit e716d940014c59b7f414e26b1c7e400d478b6daf.
