app-text/mandoc: update EAPI 7 -> 8, rm sed no-op, skip impl-funcs
update EAPI 7 -> 8
remove the sed-op that no longer apply to this version
skip impl-functions, that are:
* BSD' and provided by compat functions if required
* available with _GNU_SOURCE and configure handles this well
