www-client/vivaldi-snapshot: Check for CPU_FREQ in Linux kernel config
Vivaldi reportedly crashes without a CPU frequency driver present. The reporter mentioned X86_AMD_PSTATE and X86_INTEL_PSTATE specifically, but linux-info.eclass is quite basic. Even if I made this conditional on the amd64 USE flag, my AMD system does not have X86_INTEL_PSTATE enabled. CPU_FREQ will not guarantee that you have any appropriate driver enabled, but at least it will nudge you in the right direction.
