app-backup/tsm: add 8.1.27.0
- added support for journal based backups
- bumped java compatibility, made it an optfeature
- use EROOT in postinst
- drop flags that are not really doing anything
- add preliminary compat for ppc and s390 (need testing)
- change unpacking logic
- preliminary support for GPFS (also needs testing)
- added self as maintainer
