net-vpn/openvpn: drop broken USE=static flag, bug #704100
'-Xcompiler -static' is understood by libtool, but not gcc directly.
That makes 'append-ldflags -Xcompiler -static' call always fail ./configure
as:

configure: error: C compiler cannot create executables
