app-text/ghostscript-gpl: version bump to 9.19.
Changes since 9.18:
* Change SRC_URI to point to the new download location (on github)
* Exclude a few patches that have been fixed upstream
* ijs-config was dropped upstream in favor of pkg-config, so stop
patching it
