gnome-extra/gnome-documents: bump to 3.22.4, fix deps

Reorder deps to pkg-config and then GIR check order;
Due to configure GIR checks some runtime only deps are actually
build time deps too (will likely change with meson conversion in 3.26).
Remove unnecessary clutter dependencies - clutter hasn't been used since 3.8..

This release made 3 of the deps runtime (+aforementioned configure check) only,
while they were linked to before; thus there's no explicit minimum version check,
but I've left the old minimum requirement in for those. But removed from
gdk-pixbuf, as the referenced function in the comments isn't used anymore
and the gtk dep already pulls in newer anyway.
