app-admin/clog: version bump to 1.3.0.
* bump clog to version 1.3.0.
* bump EAPI number to version 6.
* update HOMEPAGE and SRC_URI.
* make use of the HTTPS protocol in both variables.
* tidy up the ebuild and get rid of the cruft.
