net-analyzer/arpwatch: add 3.8, misc. fixes
- do not use a long deprecated resolver option
- fix Makefile to use correct path for reading ethercodes.dat
- fix hardcoded paths in update-ethercodes.sh so that it actually works
- remind users to update their ethercodes.dat
