x11-libs/libnotify: add 0.8.7, mask USE=test
- Upstream enabled tests again, re-enable accordingly
- The xdg_environment_reset call was added in 7fb6f0345e09 to fix a
sandbox violation. As no such violation can currently be observed,
remove it again.
