dev-python/coverage: Explicitly depend on dev-python/tomli
To avoid transitive dependencies on TOML provider in other packages
(e.g. dev-python/pytest-cov), just depend on it unconditionally here.
It's not like our build systems don't depend on it, and it's needed
only for Python < 3.11 anyway.
