app-crypt/hashcat: fix silent build failures; restore unabridged features
Upstream Makefiles utilize error-masking guards (|| true) which allowed the build to
persist despite Rust bridge compilation failures within the Gentoo sandbox.
- Integrating cargo.eclass with a full CRATES registry so builds can run entirely offline.
- Adding a recursive cargo_gen_config loop to properly handle nested sub-projects.
- Hardening the build process by removing Makefile logic that hides errors, so compilation failures fail
