dev-libs/nss: add 3.112.3
Write a simple construct in the ebuild to distinguish releases downloaded from
Github / more official archive.mozilla.org. These tarballs have a different
directory structure.
Sync the nssbits change from 257f3c38e0a5f82c5e0b325c7bd170eaf3ca80ed.
