www-client/firefox: add 149.0

Add a new patch for upstream bmo#2022238 (Wayland drag and drop -related issue).

Bump nss requirement to 3.121.

Bump rust requirement to 1.90.

Bump wasi-sdk to 32.0.

Clang-22 support can't be added due to rust-1.95 not being released yet (and
 rust-1.94 is based on llvm-21).

Introduce support for firefox-l10n and split installing language files from the
main Firefox ebuild into the newly added firefox-l10n one. In the future, this
will make it easier for users to use the official binpkg while selecting their
own translated language support. There's also no need to recompile the whole
browser anymore to add or remove translation support. For now, this change is
only for the source variant and only for the :rapid slot. Firefox-bin installs
language files under /opt and firefox-bin is quick to install. Source-build
:esr variant will naturally adopt this change on the next major release, 153esr.
firefox-l10n is in PDEPEND so an upgrade from a previous version goes off more
easily.

Rebase bunch of patches in the patch tarball
(*-bgo-966424-PR_GetEnv-non-unified-build-fix.patch, *-gcc-lto-pgo-gentoo.patch,
 *-bgo-969412-glibc-2.43.patch), remove upstreamed patch
(*--bmo-2008694-fix-test-build-error-for-undeclared-identifier-uint8_t.patch).
