sys-kernel/gentoo-kernel: Add RISCV64 dist kernel support
This uses the Fedora kconfig to build a dist kernel that should work on riscv64 machines.
Only currently tested in QEMU and only enabled for 6.13.5 and 6.13.6 until further testing is finished.
