dev-build/steve: Autoload cuse module to workaround permissions
Add the cuse module to autoloading list to ensure that /dev/cuse is
properly processed by udev before steve is started. devtmpfs creates
the device node that is only root-accessible, and without root
permissions steve can't access it and trigger loading the module,
so that udev fixes permissions.
