net-misc/curl: add 8.19.0_rc2; sync live
This release drops the use of the curl_quic USE_EXPAND after upstream
changes dropped our choice of backends to one (net-libs/ngtcp2),
configured depending on the selected/supported TLS impl.
Technically Quiche is an option too, but we don't support that in
Gentoo.
