meson.eclass: respect PKG_CONFIG_PATH and PKG_CONFIG_LIBDIR
Respect PKG_CONFIG_PATH and PKG_CONFIG_LIBDIR if set before
meson_src_configure.
Add BUILD variants for use in cross-compiles.
