app-emulation/ruffle: add 0_p20260213
Tentatively drop the skip-render-tests patch, the upstream
code has been shifted around a lot and unclear if it is still
a problem -- in theory it should auto-detect and disable these
(not something I ever had issues with myself, but tinderboxes
did -- will see).
Note that the previous version tests started failing, possibly
due to using newer rust -- but this one seems fine. Sorry for
long delay before a new snapshot, kept putting it off. Will
likely switch to a bump per 3 months rather than 1-2 though
unless upstream starts doing proper releases.
