sci-libs/libgeotiff: add 1.7.4 with more cmakeargs
Changes in top-down order
- use docs.eclass for generating docs
- specify GH path in HOMEPAGE
- add DOCS with comment
- hardcode WITH_MAN -- small files with do depends
- hardcode WITH_DOC -- useless flag honestly
- add explicit WITH_UTILITIES
- add comment
- change `cp` to `ln -s` for copying the doxyfile
