Subject: [PATCH] BLD: wire up `ASIMDDP` feature to `ARM_FEATURES`

Add the `ASIMDDP` feature to the `ARM_FEATURES` dictionary, to fix
an error when it is explicitly listed in `cpu-baseline`.
