kde-apps/kdesdk-meta: Drop IUSE cvs and kde-apps/cervisia RDEPEND w/ it
CVS at this point has much bigger problems than losing some GUI frontend.
Does not look as if it is going to be ported to KF6, and if it is, even if
easily brought back through git, still debatable if actually worth it.
