kde-plasma/plasma-meta: Hide kde-plasma/wacomtablet behind IUSE X
Even if kde-plasma/plasma-desktop[input_devices_wacom] is wayland-only,
we do not give it the same optional treatment except for IUSE wacom.
Wayland is the leading Plasma session and plasma-meta makes sure of that.
